Are avatars disabled for any particular reason? are they perhaps a rank related feature? or am I just not understanding how to add one?

To change your avatar, go to your user control panel - profile tab - edit avatar (link on the left-hand side).

I did that, but I get the page and at the top is "The avatar functionality is currently disabled." and if I upload an avatar it immediately resets to the grey square again.

I selected upload and it toke me to another page this time, from there it was as simple as re sizing, thank you.
